Texas Pollutant Discharge Elimination System (TPDES) 2021 Permitting

When it rains, it pours 

The Texas Commission on Environmental Quality (TCEQ) renews the Texas Pollutant Discharge Elimination System (TPDES) General Permit No. TXR050000 (referred to as TXR05) every five years. On August 14, 2021 the current permit will expire. At present, the TCEQ is under the review process of the next TXR05 permit. Westward Environmental, Inc. (Westward) will have a final draft of the new permit from TCEQ in spring, 2021.

Once the new permit is issued, current permit holders will need to submit a Notice of Intent (NOI) to the TCEQ to continue operating under the new TXR05 permit. Your company’s Storm Water Pollution Prevention Plan (SWP3) will need to be updated to meet the requirements of the new TXR05 permit. During the renewal of your company’s TXR05 Permit, Westward will also update the site map, contact information, and outfalls, as necessary.

Westward is prepared to assist you with the renewal of the SWP3 for your site(s) and the NOI renewal application(s). Our team will be contacting all current clients with active TXR05 authorizations for renewal in the upcoming year.

Notice of Intent (NOI) and STEERS

The NOI must be submitted within 90 days of the issuance of the new permit and will require a TCEQ fee of $100. Effective September 1, 2017, applicants must submit the NOI forms electronically using the State of Texas Environmental Electronic Reporting System (STEERS) available through the TCEQ website. Westward can assist in setting up a STEERS account to sign and pay the NOI application electronically. Discharge Monitoring and NetDMR

Effective August 14, 2021, all analytical results for determining compliance with effluent limitations shall be submitted online using the NetDMR reporting system. Westward can take care of NetDMR annual reporting on your behalf.
